Methodology
The Texas Mental Health Access Index is a composite 0–100 score combining three evidence-based dimensions of outpatient mental-health access. Higher scores indicate stronger access; lower scores flag shortage areas.
Inputs (all public, primary sources)
- Provider density — Active NPI count near the county seat from the NPPES Registry (CMS), summed across 5 outpatient mental-health taxonomies: psychiatrists, psychologists, licensed clinical social workers, professional counselors, and marriage & family therapists.
- Insurance coverage — Percent of adults without health insurance, from CDC PLACES (measure:
ACCESS2). - Mental-distress burden — Percent of adults reporting frequent mental distress (14+ bad mental-health days in the past month), CDC PLACES (measure:
MHLTH).

Limitations
- NPPES counts use the county-seat city. Cross-county practices and traveling clinicians can inflate or deflate raw counts in border counties.
- CDC PLACES is a small-area model estimate, not a direct survey. Rural counties have wider confidence intervals.
- The Index does not yet incorporate Medicaid acceptance rates, LMHA wait times, or language-specific availability. Those are roadmap additions.
